Amends the Illinois Income Tax Act. Allows individual taxpayers to deduct from their base income an amount equal to the amount of principal and interest paid by the taxpayer during the taxable year in the course of repaying a student loan of the taxpayer. Requires that this deduction be reduced by any amount that the taxpayer deducted from his or her federal adjusted gross income with respect to any principal or interest on the same loan. Exempts the deduction from the Acts sunset provisions. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the application of provisions to a community college district in Chicago.
Creates the Mercury Collection Act. Contains only a short title provision.
Amends the Conveyances Act. Makes a technical change to a Section concerning deeds, mortgages, and other instruments.
Amends the Illinois Insurance Code, the Health Care Purchasing Group Act, the Health Maintenance Organization Act, the Limited Health Services Organization Act, and the Voluntary Health Services Plans Act by adding a definition of "summary health information" and requiring that a group health plan disclose summary health information to the plan sponsor if the sponsor requests the information for the purpose of (i) obtaining premium bids from health plans for providing health insurance coverage under the plan or (ii) modifying, amending, or terminating the plan. Provides that the group health plan documents must be amended to incorporate certain provisions, including provisions that establish the permitted and required uses of disclosed information by the plan sponsor.
Creates the Judicial Campaign Reform Act and amends the Election Code, the State Finance Act, the Illinois Income Tax Act, and the Clerks of Courts Act. Creates a voluntary program of public financing of election campaigns for the offices of judges of the Illinois Supreme Court and Appellate Courts, administered by the State Board of Elections. Establishes funding mechanisms and provides penalties for violations. Sets mandatory contribution limits with respect to all judicial election campaigns. Makes other changes. Effective January 1, 2009.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, when assessing payment for any amount due for salary increases in excess of 6%, the System shall exclude salary increases as a result of (i) accepting school-sponsored, extra-curricular assignments, (ii) a negotiated salary schedule, and (iii) the teacher attaining a master's degree. Effective immediately.
Amends the Public Utilities Act. Requires electric utilities and alternative retail electric suppliers to provide net energy metering capabilities for their retail customers that own and operate solar or wind electrical generating facilities. Provides that net production by a customer shall be credited to its bill at the same rate the electric utility or alternative retail electrical supplier charges for electricity provided to the customer. Effective immediately.
Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to the expenses made by the taxpayer during the taxable year to purchase instructional materials for use in the classroom, but the credit may not exceed $200. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
