RELIGIOUS CORP-SECURITY GUARD

Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004, the Criminal Code of 1961, and the Religious Corporation Act. Provides that a religious corporation may enter into a contract with an individual for the individual's performance of security guard functions. Provides that such an individual must be at least 21 years of age, must be the holder of a valid Firearm Owner's Identification Card, and must have completed a minimum of 20 hours of classroom training in relation to the performance of security guard functions. Provides for civil immunity for a religious corporation security guard. Provides that the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 does not apply to a religious corporation security guard engaged in performing his or her duties. Provides that certain provisions of the Criminal Code of 1961 concerning unlawful use of weapons do not apply to a religious corporation security guard engaged in performing his or her duties.

PEN CD-IMRF-MARRY AFTER RETMT

Amends the IMRF Article of the Illinois Pension Code. Makes a provision added by Public Act 87-850, providing survivor eligibility for certain spouses who were married during the member's retirement, apply to a member who retired before March 26, 1992 but dies on or after the effective date of this amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

SALES TAX-PHARMACIES

Requests that the Department of Revenue conduct a study to determine the amount of additional revenue that would be collected each year if all prescriptions for individuals physically located in the State of Illinois were filled by pharmacies located within the geographic boundaries of Illinois.

PROP TX-DISABLED VET-ABATEMENT

Amends the Property Tax Code. Requires the county clerk to abate a percentage of the property taxes levied on each parcel of property that is owned and used exclusively as a home by a disabled veteran, or the spouse or unmarried surviving spouse of the veteran. Provides that the percentage of taxes to be abated is equal to the percentage of disability of the veteran. Effective immediately.

CIV PRO-PRODUCT LIABILITY

Re-enacts and changes various provisions of the Code of Civil Procedure relating to product liability actions that were added by Public Act 89-7, which was held to be void in its entirety by the Illinois Supreme Court in Best v. Taylor Machine Works, 179 Ill. 2d 367 (1997). Effective immediately.

PEN CD-TRS-SPOUSE REMARRIAGE

Amends the Downstate Teacher Article of the Illinois Pension Code. Removes language terminating survivors' benefits for remarriage of a surviving spouse prior to attainment of age 55. Exempts the changes from new benefit increase provisions. Effective immediately.

HOUSE RULES-DISPLAY TABLE

Amends the House Rules concerning the duties of the Clerk of the House. Provides that the Clerk, at the request of any member, shall place a table in the House chamber, located near the front of the lower podium, for the display of personal items, such as awards, commendations, and pictures, related to a member of the armed services, law enforcement officer, firefighter, or other first responder who is being honored with a resolution for his or her service and loss of life while serving the nation or community in an official capacity. Provides that the table shall remain in that location until the conclusion of the legislative day.

PEN CD-TRS-PRIVATE SCHOOL CRED

Amends the Downstate Teacher Article of the Illinois Pension Code. Allows a teacher to establish optional credit for up to 5 years of service as a teacher or administrator employed by a private or parochial school recognized by the Illinois State Board of Education. Requires payment of employee and employer contribution, plus interest. Contains new benefit increase language. Effective immediately.

VEH CD-AMERICAN LEGION PLATES

Amends the Illinois Vehicle Code and State Finance Act. Provides for the issuance of Sons of the American Legion special license plates. Provides that an applicant shall be charged an additional fee of $15 at original issuance and an additional $10 upon renewal. Provides that $5 of the original issuance fee and renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $10 of the original issuance fee and $5 of the renewal fee shall be deposited into the Sons of American Legion Scholarship Fund. Creates the Sons of American Legion Scholarship Fund as a special fund in the State treasury. Provides that all moneys in the Sons of the American Legion Scholarship Fund shall, subject to appropriation, be used for grants for scholarships for Illinois residents who are children of members of the Sons of the American Legion and who meet the academic, financial, and other requirements established by the Sons of the American Legion. Provides that all grants must be used at a college or university in Illinois.

CIV PRO-JNT SEVERALLY LIABLE

Amends the Code of Civil Procedure. Provides that in actions arising out of bodily injury, death, or damage to property based on negligence or product liability based on strict tort liability there will not be joint and several liability, rather when more than one defendant is found to be liable, a defendant will only be liable for that percentage of the plaintiff's damages, found by the trier of fact, that the defendant's percentage of contributory fault, found by the trier of fact, represents. Amends the Joint Tortfeasor Contribution Act requiring, in the event that the obligation of one or more tortfeasors is uncollectible, the remaining tortfeasors to share, pro rata, the unpaid portion. Repeals Section stating that a plaintiff's right to recover the full amount of his or her tort judgment from any one or more defendants is unaffected by the Contribution Act.
