VETERANS MEMORIAL BRIDGE

Designates the I-70 Mississippi River Bridge connecting Illinois to Missouri that is to be constructed at a later date, upon approval of the Illinois and Missouri State legislatures, as the Veterans Memorial Bridge.

HARASS COMMUNICATION-INMATE

Amends the Harassing and Obscene Communications Act. Provides that a person who commits a violation of the Act is guilty of a Class 4 felony if, at the time of the offense, the offender was an inmate of a penal institution and the victim of the offense was known by the offender to be an employee of that penal institution.

PROP TX-DISABLED VET-ABATEMENT

Amends the Property Tax Code. Provides that the county board may direct the county clerk to abate a percentage of the property taxes levied on each parcel of property that is owned and used exclusively as a home by a disabled veteran awarded the Purple Heart, or the spouse or unmarried surviving spouse of the veteran. Provides that the percentage of taxes to be abated is equal to the percentage of disability of the veteran. Provides that the amendatory Act shall be known as the Purple Heart Fair Share Law within the Property Tax Code. Effective immediately.

VEH CD-REPEAL COM DISTRIB FEE

Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2011.

FIREARMS-FOID HOLDER PRIVACY

Amends the Firearm Owners Identification Card Act. Provides that notwithstanding any other provision of law, the names and information of applicants or holders of a Firearm Owner's Identification ("FOID") Card are considered private and shall not be disclosed. Provides that no State or local law enforcement agency shall provide lists of information pertaining to FOID Card holders or applicants. Provides that a law enforcement agency may disclose whether an individual has or has not been issued, applied for, or denied a FOID Card in connection with a criminal investigation. Effective immediately.

UTILITIES - CONSUMER EDUCATION

Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
