Creates the Prairie Wind Trail Property Transfer Act. Contains legislative findings and defines terms. Authorizes the Department of Natural Resources to convey certain real estate comprising the contemplated Prairie Wind Trail to adjacent owners if specified conditions are met. Provides that in order to facilitate the transfers authorized by the Act, the Secretary of State shall establish a repository for the deeds, surveys, and related materials for each parcel within the Secretary of State Index Department. Provides that the Department of Natural Resources shall accept requests to transfer land for 2 years following the effective date of the Act. Provides that the Department shall hold public hearings concerning the provisions of the Act. Provides that any determinations required by the Act and any actions to transfer real estate are within the sole discretion of the Department and are not subject to judicial or administrative review. Effective immediately.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that all State-owned vehicles that were reported in the Performance Audit of the Department of Central Management Services' Operation of the State Vehicles Fleet released by the Office of the Auditor General in November 2011 to have been driven 7,000 miles or less in Fiscal Year 2010 are deemed surplus and shall be sold using a competitive sealed bid method of sale on or before January 1, 2016. Provides that proceeds from the sale of those vehicles shall be deposited in the same manner as proceeds from the sale of surplus vehicles for that vehicle's particular agency under current law. Sets forth certain exceptions. Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall require a drug test to screen each individual who applies for Temporary Assistance for Needy Families (TANF), and that, subject to federal approval, the Department shall require a drug test to screen each individual who applies for benefits under the federal Supplemental Nutrition Assistance Program. Contains provisions concerning notice; persons required to comply with the drug testing requirements; persons exempt from the drug testing requirements; reimbursements for the cost of the drug testing; and other matters. Effective July 1, 2015.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.
Amends the Right to Privacy in the Workplace Act. Requires every employer, after hiring an employee, to verify the employment eligibility of the employee through the E-Verify program. Provides that, in addition to any other requirement for an employer to receive a grant, loan, or performance-based incentive from any government entity, the employer shall register with and participate in the E-Verify program. Provides that before receiving the economic development incentive, the employer shall provide proof to the government entity that the employer is registered with and is participating in the E-Verify program. Provides that the State, its political subdivisions, and units of local government, including home rule units, shall require each employer to use an Employment Eligibility Verification System as a condition of receiving a government contract or a business license.
Amends the Illinois Public Aid Code. Provides that on and after January 1, 2016, electronic benefits transfer ("LINK") cards used to obtain Supplemental Nutrition Assistance Program benefits or cash shall contain the name and photo of the primary cardholder and, at the option of the primary cardholder, the names of secondary holders who are authorized to use the card. Establishes that an individual may only use the LINK card if the photo on the card matches the user or he or she presents a current and valid photo identification that confirms that he or she is a secondary user listed on the card. Provides that, on the effective date of the amendatory Act, the Department of Human Services shall begin the process of transitioning to the use of LINK cards which contain the name and photo of the primary cardholder and list the names of all authorized users of the card. Requires the transition to be completed no later than January 1, 2016. Effective immediately.
Amends the State Officials and Employees Ethics Act and the State Property Control Act. Requires the Executive Ethics Commission to adopt rules for the use of and travel on State aircraft that supersede any such rules applicable to the executive branch of State government adopted by the State's various travel control boards or the Travel Regulation Council. Provides that 3 executive aircraft and 2 helicopters owned by the State and not designated for emergency use are surplus property and must be sold by a competitive sealed bid method (now, a transferable airplane may be disposed of only if (i) it is no longer needed, (ii) it will not be used as a trade-in, and (iii) a public university or college offering aviation-related instruction or training has not listed its need for an airplane). Requires that the sale proceeds be deposited into the General Revenue Fund. Effective immediately.
Amends the Illinois Income Tax Act. Creates a deduction for taxable years ending on or after December 31, 2015 in an amount equal to the contributions made by the taxpayer during the taxable year to any qualified tuition program under Section 529 of the Internal Revenue Code, but not to exceed $10,000 in any taxable year (now, that deduction applies only to contributions made to an in-State 529 plan). Effective immediately.
