Amends the Illinois Income Tax Act. Creates a deduction for taxable years ending on or after December 31, 2016 in an amount equal to the contributions made by the taxpayer during the taxable year to any qualified tuition program under Section 529 of the Internal Revenue Code, but not to exceed $10,000 in any taxable year (now, that deduction applies only to contributions made to an in-State 529 plan). Effective immediately.

Amends the Alternative Public Schools Article of the School Code. With respect to alternative school programs, provides that each program shall receive funding in the amount of $30,000 plus an amount based on the ratio of the region's or Chicago's last 3 years' average daily attendance of pupils in grades 6 through 12 served by the alternative school program (rather than the best 3 months' average daily attendance in grades pre-kindergarten through 12) to the statewide totals of these amounts. Removes provisions concerning the calculation for determining the best 3 months' average daily attendance.
Designates October 23-25, 2015 as National American Legion Auxiliary President Sharon Conatser's Homecoming Weekend in the State of Illinois.
Amends the Illinois Public Aid Code. Provides that on and after January 1, 2017, electronic benefits transfer ("LINK") cards used to obtain Supplemental Nutrition Assistance Program (SNAP) benefits or cash shall contain the name and photo of the primary cardholder and, at the option of the primary cardholder, the names of secondary holders who are authorized to use the card. Establishes that an individual may only use the LINK card if the photo on the card matches the user or he or she presents a current and valid photo identification that confirms that he or she is a secondary user listed on the card. Provides that on the effective date of the amendatory Act the Department of Human Services shall begin the process of transitioning to the use of LINK cards which contain the name and photo of the primary cardholder and list the names of all authorized users of the card. Requires the transition to be completed no later than January 1, 2017. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date of the Illinois Physical Therapy Act from January 1, 2016 to January 1, 2026. Amends the Illinois Physical Therapy Act. Provides that anyone engaged in the unlicensed practice of physical therapy shall, in addition to any other penalty provided by law, be subject to a civil penalty not exceeding $10,000 per offense. Extends the 60-day post-notification exam deadline for applicants when no exam will be held within that time frame. Appropriates all penalties collected for violations of the Act for the Department of Financial and Professional Regulation. Requires that all information collected by the Department during the investigation of a licensee or applicant remain confidential and only be disclosed to law enforcement officials, other regulatory agencies with an appropriate regulatory interest in the information, or a party presenting a lawful subpoena for the information. Requires that anyone licensed under the Act who has been certified by court order as not having paid restitution to another under the Illinois Public Aid Code, the Criminal Code of 2012, or the Criminal Code of 1961 shall have his or her license suspended. Makes other changes. Effective immediately.

Amends the Right to Privacy in the Workplace Act. Requires every employer, after hiring an employee, to verify the employment eligibility of the employee through the E-Verify program. Provides that, in addition to any other requirement for an employer to receive a grant, loan, or performance-based incentive from any government entity, the employer shall register with and participate in the E-Verify program. Provides that before receiving the economic development incentive, the employer shall provide proof to the government entity that the employer is registered with and is participating in the E-Verify program. Provides that the State, its political subdivisions, and units of local government, including home rule units, shall require each employer to use an Employment Eligibility Verification System as a condition of receiving a government contract or a business license.
Amends the Criminal Code of 2012. Creates the offense of possession of explosive substances. Provides that a person commits the offense when he or she knowingly possesses triacetone triperoxide (TATP) or hexamethylene triperoxide diamine (HMTD). Provides that a violation is a Class 4 felony. Provides exemptions.
Amends the Probate Act of 1975. Provides that if a deceased person has received or may have received Medicaid assistance or assistance for the aged, blind, or persons with disabilities under the Public Aid Code, or was the surviving spouse of a person who received that assistance, the representative of the decedent's estate, or if there is no representative of the estate, the beneficiary, the personal representative, or the person in possession of property of the decedent shall give the Director of the Department of Healthcare and Family Services notice of the decedent's death not later than 90 days after the date of death. Provides that the notice shall include a copy of the decedent's death certificate and be addressed to the Director at the Chicago office of the Department of Healthcare and Family Services.
