PEN CD-MWRD-DISABILITY/REFUNDS

Amends the Metropolitan Water Reclamation District (MWRD) Article of the Illinois Pension Code. Provides that an employee who first enters service on or after January 1, 2013 and becomes disabled shall, on and after the 31st day of disability, be entitled to ordinary disability benefits during the remainder of that disability, provided all sick leave is exhausted. Provides that if employee contributions (including interest to the date of withdrawal) in the account of an employee who enters service on or after January 1, 2013 have not, before his or her death and the death of his or her spouse, been paid as a retirement, spouse's, or child's annuity, then a refund shall be paid in an amount equal to the excess of the contributions over the amounts paid on those annuities. Specifies that if there are surviving children of the employee or annuitant who are eligible for a child's annuity, then that refund may not be paid until the youngest eligible child reaches age 23.

EMPLOYEE ETHICS REVOLVING DOOR

Amends the State Officials and Employees Ethics Act. Provides that a State employee who holds a Rutan-exempt position and is involuntarily terminated from that position shall not, within a period of 5 years immediately after involuntary termination, knowingly accept employment or receive compensation or fees for services from a person or entity if the person or entity or its parent or subsidiary is a party to a State contract or contracts, regardless of whether the State employee participated personally and substantially in the award of the State contract or contracts. Effective immediately.

PLASTIC BAG & FILM RECYCLE ACT

Creates the Plastic Bag and Film Recycling Act. Requires manufacturers of plastic carryout bags to register with the Illinois Environmental Protection Agency and pay to the Agency an initial registration fee and annual registration renewal fee. Prohibits a manufacturer from selling or offering to sell plastic carryout bag in the State unless the manufacturer is registered with the Agency and its name is printed on the plastic carryout bags it manufactures. Requires each manufacturer to develop, and submit to the Agency, a plan to support the collection and recycling of plastic carryout bags and plastic film product wrap. Prohibits retailers from purchasing plastic carryout bags from manufacturers under certain circumstances. Sets forth duties of the Agency. Creates penalties for violations of the Act. Encourages manufacturers to include recycled content in the plastic carryout bags that they produce. Requires certain reports to be filed with the General Assembly. Makes the Act inapplicable in units of local government with a population of over 2,000,000. Specifies that the Plastic Bag and Film Recycling Act controls in the event of a conflict with another Act. Denies home rule powers. Amends the Regulatory Sunset Act to provide for the repeal of the Plastic Bag and Film Recycling Act on October 1, 2017. Effective immediately.

TAX CHECKOFFS-MIN CONTRIB

Amends the Illinois Income Tax Act. Provides that any fund that received less than $100,000 but more than $90,000 by October 1, 2011 shall also be included on the individual income tax form for the taxable year beginning on January 1, 2012. Provides that, if a fund that received less than $100,000 but more than $90,000 by October 1, 2011 does not receive at least $100,000 in contributions by October 1, 2013, or by October 1 of any subsequent year, then the fund shall be removed from the individual income tax return forms for each year following the year in which the fund did not receive at least $100,000, and all subsequent contributions to the fund shall be refunded to the taxpayer. Effective immediately.
