Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2013.

Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the Illinois Racing Board.
Creates the School Influenza Vaccination Act. Sets forth legislative findings. Provides that the Department of Public Health shall apply for federal grants and appropriations under the federal Patient Protection and Affordable Care Act (PPACA) to fund, build infrastructure, promote, and expand school-located vaccination programs to provide seasonal influenza vaccinations for school-age children. Sets forth sources from which the Department shall seek grant and appropriations. Provides that the Department shall make information regarding federal grants and appropriations opportunities under PPACA available to certain agencies. Effective on July 1, 2011.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that, beginning in fiscal year 2013, the $65,000,000 base limitation on total payments for health insurance shall increase annually by the unadjusted percentage increase (but not less than zero) of the weighted average of medical care services and medical care commodities in the consumer price index-u for the 12 months ending March 1 of the previous fiscal year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Provides that prior to providing care to a person, a health care professional or health care provider shall verify whether that health care professional or health care provider is in the network of participating providers whose services are covered by the person's policy of accident and health insurance and shall notify the person of this information.
Amends the Metropolitan Water Reclamation District (MWRD) Article of the Illinois Pension Code. Provides that an employee who first enters service on or after the January 1, 2013 and becomes disabled shall, on and after the 31st day of disability (rather than the 31st day after which he or she last worked), be entitled to ordinary disability benefits during the remainder of that disability (instead of only after having exhausted his or her sick leave). Provides that if employee contributions in the account of an employee who enters service after the effective date of the amendatory Act have not, before his or her death and the death of his or her spouse, been paid as a retirement, spouse's, or child's annuity, then a refund shall be paid in an amount equal to the excess of the contributions over the amounts paid on those annuities, without interest. Specifies that if there are surviving children of the employee or annuitant who are eligible for a child's annuity, then that refund may not be paid until the youngest eligible child reaches age 23.
Amends the Bingo License and Tax Act. Removes provisions that place limitations on the aggregate retail value of all prizes or merchandise awarded in any single day of bingo. Removes provisions that place limitations on the price paid for a single card under the license and the price for a single special game card. Provides that the number of bingo days conducted by a licensee under the Act is limited to 2 (instead of one) per week. Provides that no person or organization shall conduct a remote caller bingo game without a remote caller bingo license issued from the Department of Revenue. Sets forth certain restrictions on the conducting of a remote caller bingo game. Sets forth provisions concerning costs, fees, prizes, and proceeds.
Amends the Smoke Free Illinois Act. In the provision concerning exemptions, includes gaming facilities licensed under the Riverboat Gambling Act, if smoking is not banned in gaming facilities located in the nearest neighboring state. Provides that the exemption shall no longer apply to a gaming facility on and after the date that smoking is banned in gaming facilities located in the nearest neighboring state. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Naprapathic Practice Act to January 1, 2023 from January 1, 2013. Effective immediately.
