Amends the Illinois Vehicle Code. Provides that a municipality with a population over 1,000,000 may provide by ordinance for a program of vehicle immobilization to facilitate enforcement of municipal vehicle tax liability. Contains additional provisions governing notice and procedural matters involving implementation of the new Section. Provides that payment in full of any fine or penalty resulting from a vehicle tax violation shall constitute a final disposition of that violation. Effective immediately.

Creates the Illinois Service Member Civil Relief Act. Provides that nothing in the Act is intended to impair any existing right or benefit available to any service member. Provides that certain legal protections afforded to service members (and family members where specified) are subject to stated provisions of law. Amends the Illinois Administrative Procedure Act to set forth a provision concerning stays of contested case hearings for service members. Amends the Civil Administrative Code of Illinois to set forth a provision concerning deadline extensions for service members. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois to make changes to the provision concerning bulk long distance telephone services for military personnel in military service (now on active duty). Amends the Military Code of Illinois, Illinois Municipal Code, Illinois Insurance Code, Public Utilities Act, Service Member's Employment Tenure Act, Code of Civil Procedure, Landlord and Tenant Act, Uniform Commercial Code, Interest Act, Retail Installment Sales Act, Military Personnel Cellular Phone Contract Termination Act, and Motor Vehicle Leasing Act to make changes in certain provisions concerning military personnel. Amends the Illinois Human Rights Act to provide that a violation of specified provisions regarding legal protections for military personnel constitutes a civil rights violation under the Illinois Human Rights Act.
Amends the Nursing Home Care Act. Repeals a provision concerning the placement of involuntary transfer or discharge notices in a nursing home resident's clinical record. Amends the ID/DD Community Care Act. Repeals a provision concerning the transmission of involuntary transfer or discharge notices to the Department of Public Health, the named resident, the resident's representative, and, if the resident's care is paid for in whole or in part with federal funds, the Department of Healthcare and Family Services. Amends the Illinois Public Aid Code. Removes the term "exceptional medical care" and its corresponding definition. Repeals a provision requiring the Department of Healthcare and Family Services to enter into a contract for $1,000,000 with the provider of community mental health services that has more than 700 beds at over 30 service locations in multiple counties for purposes of supporting the implementation of time-limited resident review and rapid reintegration targeted to residents of federally defined Institutions for Mental Disease. Repeals a provision requiring the Department to utilize up to $2,000,000 of the Fiscal Year 2009 appropriations for federally defined Institutions for Mental Disease to pay providers of community mental health services that are certified by the Department of Human Services. Effective immediately.
Amends the Naprapathic Practice Act. Removes all references in the Act to the Naprapathic Examining Committee. Allows the Department to take action, including imposing fines not to exceed $10,000 per violation, if the individual meets the requirements for grounds for disciplinary action. Permits the Department to disclose information and documents related to an examination or investigation of a licensee or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Makes changes in provisions concerning definitions; educational and professional qualifications for licensure; title and designation of licensed naprapaths; powers and duties of the Department; rules; reports; Social Security Numbers on license application; renewal, reinstatement, restoration of licenses; military service; fees; roster; advertising; grounds for disciplinary action; refusal, revocation, and suspension; returned checks; fees; injunctions; cease and desist orders; investigation; notice; hearings; formal hearings; preservation of record; subpoenas; oaths; findings of fact, conclusions of laws, and recommendations; hearing officer; service of report; rehearing; order; substantial justice to be done; rehearing; order or certified copy as prima facie proof; restoration of licenses; imminent danger to public; summary suspension; provision concerning certifying records to the Court; and the Administrative Procedure Act. Amends the Regulatory Sunset Act to extend the repeal of the Naprapathic Practice Act from January 1, 2013 to January 1, 2023. Effective immediately.
Amends the Civil Administrative Code of Illinois. Adds an optometrist to the State Board of Health.
Amends the School Code with respect to safety education. Requires all students enrolled in grades one through 8 in the public schools to watch a training video on cardio-pulmonary resuscitation and how to use an automated external defibrillator. Effective immediately.

Amends the Illinois Public Aid Code. Makes a technical change in a Section regarding Medicaid co-payments.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2014 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2010.
