Amends the law enforcement officer independent review board to include review of any specific incident of alleged misconduct recommended by certain officials and make it a permanent board. Amends the membership of the law enforcement standards board. Amends the term for members of each board to four years.
Prohibits smoking in all enclosed and partially enclosed areas of individual units of multiple-unit residences or multifamily dwellings, if such units share at least one common floor, wall, or ceiling with another such unit.
Requires the department of education to establish and administer a career and technology program that will provide aviation and aviation mechanics education and training to high school students.
Requires an elector to vote for the candidates whose names appeared on the presidential general election ballot and who are of the political party or group they represent and invalidates an elector's vote for failure to vote accordingly. Requires an alternate to vote in place of the original elector if the original elector fails to vote for the proper candidate.
Requires all places of public accommodation to comply with accessibility guidelines established under the Americans with Disabilities Act.
Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.
Requires the Hawaii climate change mitigation and adaptation commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. Defines "nature-based solutions". Appropriates moneys.
Amends the membership of the Hawaii Interagency Council for Transit-oriented Development to include the House of Representatives chairs of the committee on housing and committee on transportation and the Senate chairs of the committee on housing and committee on transportation.
Proposes an amendment to Article II, Section 1, of the Hawaii State Constitution to allow the legislature to expand the right to vote in state and local elections to those who are fifteen years of age or older who pass a test of citizenship as prescribed by law for those less than eighteen years of age.
Prohibits the planting of large trees along evacuation routes and requires the Hawaii emergency management agency to identify large trees along evacuation routes and trim, spray, or remove large trees having the potential to obstruct the evacuation route. Defines evacuation route. Appropriates moneys.
