Establishes a parolee higher education pilot program that allows parolees to take classes up to twelve semester credits at no charge to the parolee; provided that the classes are taken within five years after release from a correctional institution and provided further that the parolee does not break or violate the terms of parole and other laws. Sunsets June 1, 2025.

Requires the department of education to make menstrual products available for free to students on public secondary school campuses.
Requires providers authorized to prescribe opioids to discuss with patients certain risks associated with controlled substances that are opioids prior to issuing initial opioid prescriptions for the treatment of acute pain. Requires providers to include a note acknowledging the discussion of the risks associated with opioids in the patient's medical record.
Prohibits the president of the university of Hawaii from serving concurrently as a campus chancellor.
Requires UH and the community colleges under certain circumstances to waive tuition for dependent children of service-connected one hundred per cent disability veterans and active or reserve members of the armed forces who were killed in action.
Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050.
Requires at least one individual from each candidate and noncandidate committee to complete mandatory training on key campaign spending laws, reporting requirements, and deadlines at least once every election cycle.
Requires at least one hundred thousand housing units be developed near the rail station nearest to the aloha stadium. Requires a minimum of eighty per cent of those housing units to be priced as affordable.
Creates the Medical Device Right to Repair Act. Requires manufacturers of powered medical equipment to make parts, equipment, tools, and documentation available to independent repair providers and purchasers of such equipment. Requires manufacturers to provide tools to repair equipment that costs $100 or more. Creates a right of action for violation of the chapter enforceable by the Attorney General.
Establishes a continuous legislature. Requires the legislature to convene at least once a month. Removes language regarding special sessions, adjournment, and recesses. Creates a two-year deadline for a bill to be submitted for gubernatorial consideration. Standardizes the number of days that the governor must approve or veto a bill submitted for consideration. Requires bills returned by the governor to be heard by the legislature within an unspecified number of days for the bill for the bill to be further amended. Requires the passage of the legislative budget in an unspecified number of days before the end of each fiscal year.
