Clarifies that lands set aside by the governor to the Hawaii housing finance and development corporation or leased to the corporation by other state departments or agencies are exempt from the definition of "public lands". Clarifies that lands set aside by the governor or leased to the Hawaii housing finance development corporation from other state departments or agencies are subject to legislative approval prior to the sale or gift of those lands. Requires the corporation to return any land leased to the corporation by other state departments or agencies if the land is no longer needed for housing, finance, or development. Requires the Hawaii housing finance and development corporation to give preference to individuals on the department of Hawaiian home lands waiting list regarding government or crown lands set aside or leased to the corporation prior to the corporation developing or financing an affordable housing development on those lands. Prohibits an employer from discriminating against a person based on the person's status as a medical cannabis cardholder or a registered qualifying patients' positive test result for cannabis, under certain conditions. Specifies that an employer may use a fit-for-duty test as a tool for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations. Effective 7/1/2050. (SD1)

Provides development guidance policies for the stadium authority. Tasks the authority with seeking to promote the safety and reliability of harbor infrastructure by identifying and developing appropriate areas within the stadium development district, including stadium parking lots as appropriate, that are fortified to withstand the structural requirements of a permanent shipping container storage and lay down facility for emergency use by Pearl Harbor.
Beginning January 1, , establishes a zero net vehicle growth policy in the State to ensure that the number of vehicles in the State does not exceed the vehicle threshold. Prohibits the importation of a vehicle into the State unless the dealer or individual importing the vehicle demonstrates proof that an existing vehicle in the State was recycled, destroyed, or transported out of the State and the importation of the vehicle does not cause the total number of vehicles in the State to exceed the vehicle threshold. Requires proof of compliance for dealers and individuals importing vehicles into the State.
Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Requires each county to submit a report on inclusionary zoning requirements to the legislature every year until the regular session of 2026. Takes effect 5/6/2137. (SD2)
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for annual mental health screenings beginning 1/1/2022. Requires an impact assessment report.
Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.
