Requires state or county agencies to issue discretionary permits for housing development projects that meet certain requirements within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency.
Requires the Hawaii public housing authority and the Hawaii housing finance and development corporation to accomplish certain housing objectives. Effective 7/1/2050. (SD1)
Establishes a surcharge equal to twenty-five per cent of the net proceeds from the sale of certain residential property within a period of five years after the date of purchase if the owner is ineligible for a county homeowner's exemption on property tax.
Establishes the landlord incentive program special fund to reimburse land owners who participate in the section 8 housing choice voucher program for repair costs of tenant-caused property damage when the repair costs exceed the tenant's security deposit. Makes an appropriation.
Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2021. Sunsets 12/31/2024.
Requires the department of education to make menstrual products available for free to students on public secondary school campuses.
Transfers the State Building Code Council from the Department of Accounting and General Services to the Hawaii State Energy Office. Effective 7/1/2050. (SD2)
Proposes an amendment to Article II, Section 1, of the Hawaii State Constitution to allow the legislature to expand the right to vote in state and local elections to those who are fifteen years of age or older who pass a test of citizenship as prescribed by law for those less than eighteen years of age.
Requires that each county, other than the county of Kalawao, require the county agency responsible for enforcing its respective building code to be accredited by the International Accreditation Service.
