Requires the department of transportation to create a development plan to widen shoulders on state highways with designated bike lanes to at least three feet in width, with exceptions.

Makes the exemption from the behavior analyst licensing requirements permanent for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Clarifies exemptions from licensure as a behavioral analyst for general education teachers, direct support workers, special education teachers, and teacher trainees working in collaboration with or under the supervision of licensed professionals. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)
Allows a defendant who has been convicted of three misdemeanors in Waikiki, any business district, or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
Creates a domestic violence offender registry that is maintained by the Attorney General and accessible by the public. Requires covered offenders to register and annually renew their registration for 15 years, or for life if convicted of a class A felony domestic violence offense. Establishes a class C felony offense for failing to register or for providing false information during the registration process. Requires county police chiefs to maintain a local registry of covered offenders and forward this information to the Attorney General.
Requires that revenue estimates provided by the department of taxation to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate.
