Requires the department of land and natural resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the department of land and natural resources to consult with the office of Hawaiian affairs to ensure that the accounting and reporting is accurate and inclusive.

Requires at least one hundred thousand housing units be developed near the rail station nearest to the aloha stadium. Requires a minimum of eighty per cent of those housing units to be priced as affordable.
Authorizes the department of business, economic development, and tourism to maintain airfields. Requires the department of transportation to transfer the lease of Kawaihapai Airfield to the department of business, economic development, and tourism.
Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. Prohibits smoking in all enclosed and partially enclosed areas of individual units of multiple-unit residences or multifamily dwellings, if such units share at least one common floor, wall, or ceiling with another such unit.
Establishes June 19 of each year as a state holiday to be known as Juneteenth Day.
Requires the state building code council to: consider the impact of building codes and standards on the cost of single- and multi-family homes built in the State when considering whether to adopt a code or standard; and include with its annual written report to the governor a financial impact assessment on each code and standard adopted by the council.
Requires government entities to seek reimbursement for all or a portion of search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 5/6/2137. (SD2)
Clarifies that the eligibility for the general excise tax exemption includes the nonreceipt of financing from the Hawaii Finance and Development Corporation. Allows certain affordable rental housing projects to receive a waiver of various development fees from a county. Removes the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing certified by the Hawaii Housing Finance and Development Corporation.
