RELATING TO DISINTERMENT OF HUMAN BODIES.

Allows private cemeteries in good standing with the Department of Commerce and Consumer Affairs to disinter and reinter human bodies within the same cemetery without filing an application for a permit with the Department of Health.

RELATING TO COMMERCIAL MARINE LICENSES.

Clarifies that the Department of Land and Natural Resources has the authority to establish different types of commercial marine licenses, including commercial marine vessel licenses. Requires any person providing fishing charter services, whether vessel-based or shore-based, to first obtain a commercial marine license. Takes effect 12/31/2050. (SD1)

RELATING TO CONSUMER PROTECTION.

Prohibits ticket sellers from disclosing ticket purchasing information to any third party unless the ticket seller has received consent from the ticket purchaser. Prohibits ticket sellers from disclosing ticket purchasers' personally identifiable information. Effective 7/1/2050. (SD1)

RELATING TO COUNTY AUTHORITY ON THE SALE OF TOBACCO PRODUCTS.

Allows counties to adopt and enforce additional ordinances that regulate the sale or use of cigarettes, tobacco products, and electronic smoking devices. Requires county ordinances to be no less protective of public health than state law. Repeals statute that preempts local smoking ordinances and regulations and voids any local law or regulation that conflicts with state smoking laws.

RELATING TO MORTGAGE SERVICERS.

Authorizes the Commissioner of Financial Institutions to modify requirements and make new requirements in chapter 454M, Hawaii Revised Statutes, to implement changes and improvements made to NLMS. Authorizes the Commissioner of Financial Institutions to issue cease and desist orders against licensees and unlicensed persons and to enter into consent orders.

RELATING TO AFFORDABLE HOUSING.

Makes technical and housekeeping amendments to Act 150, Session Laws of Hawaii 2018. Authorizes the expenditure of funds from the Dwelling Unit Revolving Fund for the acquisition of the ground lease on the Front Street Apartments property. Effective 7/1/2050. (SD1)

RELATING TO CLINICAL VICTIM SUPPORT SERVICES.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations. RELATING TO MEDICAL CANNABIS.

Allows naturopathic physicians and physician assistants to provide written certification for qualifying patients. Allows licensed dispensaries to have up to two additional manufacturing or processing facilities separate from their production facilities. Provides a process for the voluntary or involuntary sale or transfer of an individual dispensary license. Allows retail dispensaries to operate on state and federal holidays. Allows a licensed dispensary to purchase medical cannabis or manufactured cannabis products from another licensed dispensary, with department approval, in the event of a crop failure. Allows remediation of any cannabis batch that fails laboratory testing standards as long as any final product passes such standards. Allows licensed retail dispensaries to sell edible cannabis and cannabidiol products.
