Removes the statutory spending ceiling for the Dietitian Licensure Special Fund and establishes the ceiling through the state budgeting process to meet expanding program needs and diminish dependence on the general fund. Effective 7/1/2050. (SD2)
Exempts certain applications from the automatic refusal provision that may be invoked by a majority of nearby voters or real estate owners; specifically, applications for a class 1 or class 18 license on land designated as agricultural by state or county zoning laws and for which the majority of the agricultural commodities used in the manufacturing of the liquor are grown and produced in the State by the license holder. Establishes a tax credit of 30% of the actual cost, including installation, water meter, and permitting fees, of an automatic fire sprinkler system in any one- or two-family dwelling in a structure used only for residential purposes. Sunsets on 6/30/2030.
Part I: Redesignates the industrial hemp special fund as the hemp special fund for the department of agriculture's duties regarding hemp. Makes an appropriation. Part II: Amends chapter 328G, Hawaii Revised Statutes, to better distinguish processing and manufacturing, distinguish processed hemp and hemp products, clarify the purpose and functions of the registry system, clarify the scope of regulated hemp products and prohibitions, and clarify the department of health's rulemaking and enforcement authorities. Designates a seat for the Department of Hawaiian Home Lands on the board of the Hawaii Housing Finance and Development Corporation.
Amends Chapter 801K, Hawaii Revised Statutes, to provide clarification and flexibility in eyewitness identification procedures.
Increases the amount of the fine for campaign spending law violations that may be assessed against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000, in an election period. Allows the campaign spending commission to order that the payment of a fine assessed against a noncandidate committee, or any portion of the fine, be paid from the personal funds of an officer of the noncandidate committee. Reduces the number of members on the Hawaii Historic Places Review Board.
Amends and repeals sections in chapter 338, Hawaii Revised Statutes, to allow the Department of Health to disclose vital statistics records for public health and law enforcement purposes. Updates eligibility requirements for access to confidential vital records. (SD1)
