Permanently reinstates the liability protections previously afforded to county lifeguards.
Adds a requirement for certain commercial driver's license applicants to complete an entry-level driver training course before taking a skills test for licensure. Exempts applicants holding a valid commercial learner's permit or commercial driver's license obtained prior to February 7, 2022. Effective 1/1/2050. (SD2)
Extends the effective date of Act 87, Session Laws of Hawaii 2015, to 7/1/2024 to provide state and county departments and agencies with additional time to comply with new employees' retirement system reporting standards. Requires the employees' retirement system to submit annual progress reports to the legislature through 2024. (SD1)
Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes. (SD1)

Eliminates the requirement for a public utility to seek approval from the public utilities commission for the underground construction of high-voltage electric transmission lines if certain conditions are met.
Provides that each industrial park lease shall include a rent escalation clause that specifies that increases in rental rates for a 5-year period shall not exceed the lower of the percentage specified in the Consumer Price Index or 10%. Authorizes the Board of Land and Natural Resources to sell parcels of Sand Island Industrial Park to a lessee under a master lease. Effective 7/1/2050. (SD1)
