Clarifies laws regarding public meetings held by interactive conference technology by, among other things, requiring board members to be visible and audible to other members and the public, authorizing a board to require attendees to provide their names and contact information for contact tracing during certain states of emergency, and repealing the requirement that a meeting held by interactive conference technology be terminated when audio communication cannot be maintained with all locations where the meeting by interactive conference technology is being held.

Requires a motor vehicle transferor, or the transferor's representative, and transferee to appear in person to execute the transfer of a motor vehicle. Subjects motor vehicle transferors to certain fees previously assessed on motor vehicle transferees.
Requires the department of health to issue a certificate of stillbirth, upon request of the parent or parents named on a fetal death certificate issued in the case of a stillbirth. Appropriates funds.
Exempts the State, and its departments and agencies, from county stormwater user fees. Prohibits county from denying services to the State or its departments and agencies by reason of nonpayment of user fees.
Repeals sections 264-19, 266-2.3, and 266-22, Hawaii Revised Statutes, for the purpose of deleting obsolete or unnecessary provisions. Effective 7/1/2050. (SD1)
Allows the department of Hawaiian home lands to assume review of the effect of any proposed project on historic properties or burial sites for lands under its jurisdiction. Takes effect 7/1/2050. (SD1)
Short form bill to effectuate the title of the Act.
Clarifies that any officer of the Department of Land and Natural Resources (DLNR) upon whom the Board of Land and Natural Resources (Board) has conferred police powers may, in the performance of their official duties, inspect certain items for compliance with protection and conservation of natural resources regulations related to hunting and fishing. Establishes penalties for refusal to comply with inspection requests made by any officer of DLNR upon whom the Board has conferred police powers. (SD1)
Amends the content to be included in an election proclamation that is required to be filed not later than 4:30 p.m. on the tenth day prior to the close of filing. Specifies that the county clerk, not the chief election officer, shall issue a proclamation on voter service centers and places of deposit.
Amends fines for destroying or harvesting trees or tree products, including koa, on state forest reserves lands to an amount up to $10,000 or three times the market value at the time and place of the violation, as determined by the Board of Land and Natural Resources, for each tree, whichever is greater, in addition to any costs associated with restoration or replacement of the habitat and damages to public land or natural resources, or any combination thereof. Clarifies that any person violating any provision of part II (Forest Reserves) of chapter 183, Hawaii Revised Statutes, or any rule adopted thereto, other than section 183-17, Hawaii Revised Statutes, shall be guilty of a petty misdemeanor. Clarifies penalties for traffic infractions within forest reserves and sets fine amounts. Repeals the general penalty provision of section 183-4, Hawaii Revised Statutes.
