Authorizes heads of purchasing agencies to issue requests for statements of qualification and to establish lists of qualified providers for treatment purchase of services. Increases the small purchase threshold for health and human services.
Permits commercial enterprise vocational programs for young adults within the purview of the Office of Youth Services to market and sell goods and services that develop job readiness skills that lead to self-sufficiency. Establishes the Office of Youth Services Revolving Fund. Adds a definition of "commercial enterprise vocational programs" and clarifies the definition of "young adult at risk" or "young adult."
Making the nursing facility sustainability program and exemptions from the special fund assessments permanent. Make changes to strengthen the nursing facility sustainability program and other nonsubstantive changes for consistency and clarify. Appropriates funds out of the nursing facility sustainability program special fund for fiscal years 2023-2024 and 2024-2025.
Amends the law relating to enforcement of weight limits for vehicle gross weight, axle, and wheel load.
Establishes the class C felony offense of using or making false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branch of the State, or any county. Disqualifies a person from holding elective public office for a period of ten years upon conviction of making a false statement or entry.
Amends Act 317, Session Laws of Hawaii 2022, to give the Department of Human Services needed flexibility in developing a comprehensive child welfare information system that complies with federal regulation, which may allow the department to receive federal matching funds for the project. Extends the time the Department of Human Services may expend the appropriation made in Act 317, Session Laws of Hawaii 2022.
Authorizes the Department of Human Services to conduct comprehensive background checks on current and prospective employees, volunteers, and contractors and contractor's employees and volunteers, in positions that require them to be in close proximity to minors and young adults receiving child welfare or child abuse prevention services, or vulnerable adults receiving adult protective services, social services, or certain other benefits and services from the department. Makes non-substantive conforming amendments to sections 345-2.5 and 846-2.7, Hawaii Revised Statutes. Effective upon approval.
Amends Act 130, Session Laws of Hawaii 2022, clarifies access to services, provides a definition of homeless youth; expands the age of youth that may be served; establishes two full-time equivalent positions; and makes an appropriation.
Increases the per wine gallon tax on alcoholic beverages.
