Provides appropriations for collective bargaining cost items for the members of Unit (3) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.

Strengthens and continues the Hospital Sustainability Program indefinitely. Appropriates funds out of the Hospital Sustainability Program Special Fund for fiscal years 2023-2024 and 2024-2025. Makes other non-substantive changes for consistency and clarify.
Clarifies section 6.4 of Act 248, Session Laws of Hawaii 2022, as it pertains to the appropriation for the Affordable Homeownership Revolving Fund.
Bans the sale of flavored tobacco products and mislabeled e-liquid products. Appropriates funds. Repeals certain provisions of the Hawaii Revised Statutes relating to the sale of tobacco products. Effective January 1, 2024.
Amends various general fund appropriations to help the State meet its American Rescue Plan Act maintenance of effort obligations.
Establishes the Hawaii Public Housing Authority public housing tenant upward mobility pilot program. Provides part-time on-the-job training to attain minimum qualifications needed for future part-time and full-time employment. Effective upon its approval.
Repeals the provision for farm dwelling and farm employee housing on Important Agricultural Lands and adopts a new provision for farm cluster housing as an incentive for the designation of lands as Important Agricultural Lands pursuant to chapter 205, Hawaii Revised Statutes.
Repeals redundant regulations on hemp production, which will reduce costs for the State and Hawaii farmers. Amends hemp law in a manner that recognizes the unique constraints of Hawaii farmers, while protecting human health. Allows licensed hemp producers to sell hemp biomass. Requires transparency in labeling of hemp products to identify the percentage of Hawaiigrown hemp or hemp product in all hemp products. Requires and appropriates moneys for the Department of Health to hire or consult a toxicologist or consultant familiar with hemp industry standards for the purpose of setting defined action limits or exposure levels for different types of hemp products. Extends the State's hemp processor law through 7/1/2027. Repeals on 7/1/2027.
Expands application of the State's sunshine law to legislatively appointed bodies, including task forces, working groups, special committees, and select committees. Requires the senate and the house of representatives to hold public hearings on a biennial basis to solicit professional and public feedback on how chamber rules can better effectuate the intent of the State's sunshine law.
Restores the second deputy director position for the Department of Human Services; authorizes a private secretary position for the second deputy; appropriate funds.
