Establishes the Water Pollution Control Special Fund to collect fees formerly deposited to the State general fund to create a supplemental source of funding to implement and enforce water quality management as implemented in permits, certifications, and variances. Appropriates funds to be used by the Department of Health for the purposes of the Water Pollution Control Special Fund.

Amends section 141-14, Hawaii Revised Statutes, to rename the Industrial Hemp Special Fund as the Hemp Special Fund and allow the fund to be utilized for the Department of Agriculture's responsibilities regarding hemp under part III of chapter 141, Hawaii Revised Statutes.
Updates definitions related to the education and training requirements of psychologists; amends the screening process for applicants educated at a foreign institution.
Allows the Department of Hawaiian Home Lands to issue interim rules that shall be exempt from the public notice, public hearing, and gubernatorial approval requirements of chapter 91, Hawaii Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. The interim rules shall be effective for not more than eighteen months.
Amends chapter 138, Hawaii Revised Statutes, to add the director of the Department of Law Enforcement or the director's designee as a member of the Enhanced 911 Board.
Amends, clarifies, and enacts provisions of chapter 134, Hawaii Revised Statutes (HRS); amends section 707-716, HRS; and amends and clarifies section 846-2.7(b), HRS. Amends and enacts requirements and processes regarding permits to acquire and licenses to carry a firearm; updates criteria governing when firearm ownership, possession, or control is prohibited; identifies locations within the State where carrying or possessing firearms is prohibited; requires a person carrying a firearm pursuant to a license to have in the person's immediate possession the license and documentary evidence that the firearm being carried is registered; requires a person carrying a firearm in public pursuant to a license to maintain insurance coverage; requires that when a person carrying a firearm is stopped by a law enforcement officer or is a driver or passenger in a vehicle stopped by a law enforcement officer, the person shall immediately disclose to the law enforcement officer that the person is carrying a firearm and, upon request, identify the specific location of the firearm and present to the law enforcement officer a license or credentials to carry a firearm; prohibits leaving an unsecured firearm in a vehicle unattended; prohibits consuming or being under the influence of alcohol or intoxicating liquor or a controlled substance while carrying a firearm; prohibits carrying a firearm on private property open to the public without express authorization; and amends, clarifies, and enacts other provisions relating to firearms. Provides that criminal history record checks may be conducted by county police departments on applicants for licenses to carry a pistol or revolver and ammunition pursuant to section 134-9, HRS.
Establishes within the Department of Land and Natural Resources the visitor green fee program to collect a fee from visitors through an environmental license and allocate the revenue to protect, restore, and manage natural and cultural resources. Establishes the visitor green fee special fund. Establishes the Environmental Legacy Commission to make recommendations to the Board of Land and Natural Resources regarding the use of revenues in the special fund. Requires a report to the legislature, including a visitor green fee strategic plan. Appropriates funds.
Expands the authority of the State and the counties and develops funding to begin utilizing managed retreat as an option for voluntarily moving residential development and associated infrastructure away from critically vulnerable areas to locations outside of sea level rise and coastal flooding exposure areas, including through a pilot program on the North Shore of Oahu.
