Updates the Uniform Controlled Substances Act, chapter 329, Hawaiʻi Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaiʻi Revised Statutes.

Consolidates the survey and certification requirements for the research activities tax credit. Requires the certification based on the date a complete application is received subject to certain conditions. Adds a cap for an eligible taxpayer and the taxpayer's related entities.
Clarifies the conditions, manner, and areas in which the Commission on Water Resource Management of the Department of Land and Natural Resources can declare water shortages and emergencies. Effective 7/1/2050. (SD1)
Amends Act 317, Session Laws of Hawaiʻi 2022, to give the Department of Human Services needed flexibility in developing a comprehensive child welfare information system that complies with federal regulation, which may allow the department to receive federal matching funds for the project. Extends the time the Department of Human Services may expend the appropriation made in Act 317, Session Laws of Hawaiʻi 2022.
Establishes the Therapeutic Psilocybin Working Group within the Department of Health. Requires the working group to examine the medicinal and therapeutic effects of psilocybin or psilocybinbased products on mental health, report to the Legislature before the Regular Session of 2025, and dissolve on 6/30/2025. Appropriates funds. Effective 12/31/2050. (SD2)
Repeals Act 192, Session Laws of Hawaiʻi 2007, which requires the employees' retirement system to divest itself of investments in companies that provide support for genocide in Darfur, Sudan, and provide annual reports to the legislature on the status of divestment. (HD1)
Allows agencies to rank fewer than three persons for professional services when fewer than three qualified persons respond to the solicitation or request to use alternative procurement procedures when no qualified person responds to the solicitation. Effective 7/1/2112. (SD2)
Clarifies the penalty to be assessed on any person who intentionally operates a care facility without a certificate or license. Effective 7/1/2050. (SD1)
Expands the coverage of employees and employers covered under the minimum wage, overtime, and recordkeeping requirements of chapter 387, Hawaiʻi Revised Statutes, by deleting from the definition of "employee" employees guaranteed a monthly compensation of $2,000 or more. Effective 1/1/2050. (SD1)
