Allows for temporary permits to be issued to registered nurses and licensed practical nurses, and revises the exemptions for license.
Increases the amount of moneys that can be carried over at June 30 of each fiscal year by the Unclaimed Property Trust Fund from $1,300,000 to $2,500,000.

Clarifies that any provision in a private agreement contained in a conveyance of land recorded on or before 7/8/2003 that have since expired but have not been renewed and recorded in the bureau of conveyances are prohibited from restricting bona fide agricultural uses and activities on agricultural land.
Adds a definition for "affordable housing" and amends the definition of "historic property" used in the State's historic preservation program. Allows the State Historic Preservation Division to contract its historic reviews to third-party consultants under certain conditions, including that the project is being undertaken to provide affordable housing and the project proponent pays for the department to contract the consultant. Permits commercial enterprise vocational programs for young adults within the purview of the Office of Youth Services to market and sell goods and services that develop job readiness skills that lead to self-sufficiency. Establishes the Office of Youth Services Revolving Fund. Adds a definition of "commercial enterprise vocational programs" and clarifies the definition of "young adult at risk" or "young adult."
Repeals section 801-1 of the Hawaiʻi Revised Statutes.
