Amends the prohibition against contributions to a candidate committee or noncandidate committee by state and county contractors to include state and county grantees and the owners, officers, and immediate family members of a state or county contractor or state or county grantee. (HD1)
Establishes the class C felony offense of using or making false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branch of the State, or any county. Disqualifies a person from holding elective public office for a period of ten years upon conviction of making a false statement or entry.
Proposes a constitutional amendment to add two members to the Reapportionment Commission, representing citizen organizations, to be appointed by the Chief Justice.
Amends subsection 329-101(d), Hawaiʻi Revised Statutes, to require that a dispenser of a controlled substance report the filling of a controlled substance prescription and the dispensing of drug samples to the State's Electronic Prescription Accountability System at least once every day, or a report of "zero" be reported not less than once every seven days if no controlled substances prescriptions are filled or drug samples are dispensed.
Increases the penalties for bribery under certain circumstances. Amends the offense of obstruction of justice to include obstruction by force, threat of force, coercion, fraud, or deception.
Requires the Department of Health to give written notice of a patient's final unconditional release to any person that the patient has harmed or threatened to harm, or who has a temporary restraining order against the patient or has submitted a written request for written notice of the patient's release prior to the patient's release.
Increases the per wine gallon tax on alcoholic beverages.
Provides appropriations for collective bargaining cost items for the members of Unit (6) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.
Creates a mileage-based road usage charge to replace state motor fuel taxes beginning on July 1, 2025, for electric vehicles. Eliminates $50 annual state vehicle registration surcharge for electric vehicles. Allows electric vehicles a choice of paying a registration surcharge or a per-mile road usage charge until 2033. Requires motor vehicle registration application to specify whether the type of fuel for which the vehicle is adapted is electricity. Requires certificates of inspection to state the odometer reading of vehicles. Requires the Department of Transportation to plan for the deployment of a state mileage-based road user charge program by 2033 and submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026. Defines electric vehicle. Defines alternative fuel vehicle. Makes an appropriation.
