Provides appropriations for collective bargaining cost items for the members of bargaining unit (5) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025. Effective 6/30/3000. (HD1)

Aligns Hawaiʻi's money transmitters law with the provisions of the Model Money Transmitters Modernization Act, thereby enabling Hawaiʻi to work within a network of states to license, supervise, and examine transglobal money transmission companies as a multi-state system. Enables timely, coordinated, and efficient regulation of money transmission companies to achieve financial stability and economic growth, while providing consumer protection. Allows the State to share resources, data, and technology tools with other states to create a stronger multi-state system of financial regulation. Effective 7/1/2050. (SD1)
Establishes a public policy framework that addresses state goals in the area of economic diversification. Appropriates funds to the Hawaiʻi Technology Development Corporation to implement specific projects that address those goals. Requires the Hawaiʻi Technology Development Corporation to submit annual reports to the Legislature. Authorizes the Hawaiʻi Technology Development Corporation to temporarily re-establish the Hawaiʻi Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaiʻi awardees of alternative energy research grants from the Department of Defense Office of Naval Research. Establishes the Alternative Energy Research and Development Revolving Fund. Appropriates moneys into and out of the revolving fund. Amends the composition of the Hawaiʻi Technology Development Corporation Board of Directors to include the Chairperson of the Board of Regents of the University of Hawaiʻi, unless the Chairperson, with the approval of the Board of Regents, designates another Regent to serve. Amends section 4 of Act 153, Session Laws of Hawaiʻi 2018, to make permanent the requirements under section 329-38.2, Hawaiʻi Revised Statutes, to check the electronic prescription accountability system in certain situations as enumerated.
Increases and stabilizes the amount of funding for the tobacco enforcement special fund within the Department of the Attorney General by: (1) increasing the amount of funds that the tobacco enforcement special fund may carry over at the end of the fiscal year; (2) increasing the cigarette tax stamp fee and concurrently increasing the percentage of the cigarette tax stamp fee deposited to the tobacco enforcement special fund; and (3) amending the amount of funds to be deposited in the tobacco enforcement special fund from the Hawaiʻi tobacco settlement special fund. Allows telecommunications and emergency dispatchers and employees who perform similar functions employed by the State and counties to collectively bargain.
Provides for additional use of the reduced ignition propensity cigarette certification fees to support the State Fire Council and its programs and activities.

Amends section 2 of Act 97, Session Laws of Hawaiʻi 2022, to reflect the migration of the Office of Homeland Security from the Department of Defense to the Department of Law Enforcement on January 1, 2024.
Establishes protections for critical infrastructure information that is received or maintained by the Office of Homeland Security for use regarding the security of critical infrastructure.
