Establishes the Statewide Interoperability Executive Board within the state Department of Defense to serve as the primary steering group for public safety interoperable communications statewide. (HB460 HD1)

Requires the department of land and natural resources to develop a department telephone hotline intake training program to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Appropriates funds to the department of land and natural resources to establish one full-time equivalent (1.0 FTE) permanent civil service position to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.
Requires the Department of Education to establish policies to prohibit bullying. Requires those policies to include anti-bullying classes for students found to have engaged in bullying and the parents or guardians of those students. Requires suspension of any student found to have engaged in bullying until the student and the student's parent or guardian have successfully completed an anti-bullying class at the parent's or guardian's expense.
Requires the Department of Agriculture to establish a pilot pesticide treatment coupon project for the county of Hawaii. Requires report to the Legislature on project implementation. Appropriates funds. Takes effect 1/28/2081. (SD1)
Establishes regulatory framework for licensed shipboard gaming in state waters. Makes an appropriation.
Requires guards to meet mandatory instruction and training requirements within 60 days after hiring. Provides for first registration renewal no sooner than two years from initial registration. Requires the Hawaii institute of marine biology at UH to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs. Requires the institute of marine biology to submit an annual report to the legislature prior to the convening of each regular session. Appropriates funds. (SD1)
Establishes a Center for Women in Technology within the University of Hawaii, Department of Information and Computer Sciences.
Creates the offense of urinating or defecating in a urine free zone. Designates certain public places as urine free zones. Establishes fines or completion of a court approved drug, alcohol, or mental health treatment program as consequences for a violation.
Establishes an income tax credit for farmers who purchase water at higher rates from county water boards rather than at lower state irrigation system rates. Establishes the amount of the credit as the difference between the amount charged by state irrigation systems and the amount the state irrigation systems should charge in order to sustain operations. Deducts the cost of the tax credit from the irrigation system revolving fund. Applies to taxable years beginning after 12/31/2017.
