Establishes the Hawaii college service corps to provide recent high school graduates with tuition waivers and college credit for participation in qualifying college service corps programs.
Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. Requires DOH to develop guidelines for the mandatory disclosure of cesspools on real property.
Annually increases minimum wage 1/1/18 - 1/1/2021. On 9/30/2021 and thereafter requires DLIR to adjust the minimum hourly wage in accordance with the Honolulu region consumer price index. Deletes tip credit.
Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.
Requires teachers and principals training to include suicide prevention. Allows the training to be conducted through self-review.
Appropriates funds for county drought mitigation projects and measures. Appropriates funds for one full-time equivalent permanent planner IV position within the Commission on Water Resource Management to update the Hawaii drought plan. Effective 3/15/2099. (SD1)
