RELATING TO INTOXICATING LIQUOR.

Exempts the appointment and removal of an administrator of a liquor commission from civil service laws and requires the appointment to be subject to the advice and consent of the legislative body of the county. Allows the commission to issue a temporary license when the applicant or the transferor or transferee, in the case of a transfer of a license, is actively challenging a tax assessment, penalty, or other proceeding that prevents the issuance of a signed certificate from the appropriate federal or state tax agency. Limits the criminal history record check requirements for applicants of liquor licenses who are corporations or other entity to those persons with management or operational authority over the liquor-related operations. Allows, rather than requires, any investigator or other employee of the liquor commission to be represented and defended in any criminal or civil cause of action arising out of an action done as part of the investigator's or other employee's duty by certain specified counsel.

RELATING TO HEALTH.

Ties the authorized benefit for acupuncture treatments allowed under personal injury protection benefits provided through motor vehicle insurance to the workers' compensation supplemental medical fee schedule. Effective 07/01/2050. (SD1)

RELATING TO TRANSPORTATION.

Creates the class C offense of endangering public transportation for tampering with a public highway or a facility of public transportation with intent to cause any damage, malfunction, nonfunction, theft, or unauthorized removal of material which would result in the creation of a substantial risk of death or serious bodily injury to another person. Defines facility of public transportation.

RELATING TO BEHAVIOR ANALYSIS SERVICES.

Clarifies the scope of practice of behavior analysis. Clarifies who may provide behavior analysis and applied behavior analysis services regardless of licensure status, including licensed individuals working within an overlapping scope of practice, individuals supervised by a licensed professional of an overlapping scope of practice, and caregivers. RELATING TO NATUROPATHIC MEDICINE.

Authorizes a naturopathic physician to prescribe testosterone consistent with naturopathic medical practice. Clarifies that narcotic drugs shall not be included within the naturopathic formulary. (SB223 HD1)

RELATING TO DENTAL ASSISTANTS.

Clarifies the allowable and prohibited practices requirements for dental assistants. Clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for other licensed professionals. Prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. (SD1)
