RELATING TO MOTOR VEHICLES.

Authorizes and sets forth procedures for impounding a motor vehicle or moped after a person has been fined three or more times for operating a vehicle without a valid certificate of inspection, or for operating a vehicle without being duly licensed, without a valid insurance card, or without a valid insurance policy.

RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist community members in obtaining care for elders while remaining in the workforce. Makes establishment of the kupuna care program mandatory, subject to available funds. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. RELATING TO LONG-TERM CARE FACILITIES.

Providing an annual inflationary adjustment in the methodology used to reimburse facilities for the long-term care of Medicaid recipients beginning with fiscal year 2017-2018. Appropriates funds to provide an inflationary adjustment to long-term care facilities' provider-specific prospective payment rates. (SB308 HD1)

RELATING TO CAMPAIGN SIGNS.

Prohibits a person from posting, maintaining, displaying, or erecting any sign on public property that urges voters to vote for an election candidate. Designates the candidate that the sign urges voters to vote for as the party responsible for removing the sign. Allows the Campaign Spending Commission to impose fines for violations and place a lien against the campaign account of the candidate if the sign is not removed within 2 weeks of receipt of written notice. Allows the candidate to object to written notice of removal. Requires the Campaign Spending Commission to adopt rules.

RELATING TO THE CONCUSSION PROGRAM.

RELATING TO ASSOCIATION LEGAL FEES.

Allows unit owners in planned community associations and homeowners associations to withhold legal fees from assessments claimed by associations pending decision in an arbitration or court proceeding in which the owner has filed for a determination of the validity of the amounts and attorney's fees claimed by the association.

RELATING TO HEALTH INSURANCE.

Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including: preserving the individual health insurance mandate for taxpayers; preserving the premium tax credit for individuals and families with low or moderate income; requiring all health insurance entities, including health benefits plans under chapter 87A, HRS, to include ten essential health care benefits, plus additional contraception and breastfeeding coverage benefits; extending dependent coverage for adult children until the children turn twenty-six years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; prohibiting health insurance entities from using an individual's gender to determine premiums or contributions; and prohibiting health insurance entitles from discriminating with respect to participation against a health care provider acting within the scope of that provider's license or certification. Effective 7/1/2050. Individual mandate requirement repeals 6/30/2021. (SD2)
