RELATING TO AGRICULTURE.

RELATING TO VICTIMS OF SEXUAL VIOLENCE.

Requires health insurance coverage for case management services by qualified mental health providers for victims of sexual violence and abuse. Takes effect on 6/1/2050. (SD2)

RELATING TO HEALTH.

Requires medical facilities filing for bankruptcy to inform every patient or former patient by written notice prior to filing for bankruptcy that the patient or former patient is entitled to a copy of the patient's or former patient's own medical records at no charge. Requires the medical facilities to provide a paper or electronic copy of the medical records to the patient or former patient upon request.

RELATING TO EQUAL PAY.

Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or co-workers' wages.

RELATING TO CHAPTER 245, HAWAII REVISED STATUTES.

Requires sellers of electronic smoking devices or eliquid to obtain a retail tobacco permit or dealer or wholesale license. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Applies the cigarette and tobacco product excise tax to electronic smoking devices and e-liquid. (SB404 HD1)

RELATING TO CIVIL ACTIONS.

Allows a civil action for recovery of damages to be brought by persons subjected to sexual offenses as a minor against the person who committed the act at any time by repealing the statute of limitations. Repeals the period during which a victim of child sexual abuse may bring an otherwise time-barred civil action against the victim's abuser or an entity with a duty of care, including the State and counties.

RELATING TO NURSING.

Allows advanced practice registered nurses with a psychiatric specialization to offer care and services to patients in assisted community treatment programs similar to care and services offered by physicians and other health care service providers. Allows advanced practice registered nurses with a psychiatric specialization to be considered a licensed mental health professional authorized to provide mental health treatment or counseling services to minors. RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the executive officer and chief counsel of the public utilities commission to annually file a disclosure of financial interests with the state ethics commission and requires these disclosures to be public. (SD1)
