Allows employer and employee to mutually agree to an independent medical examiner or permanent impairment rating examiner. An out-of-state physician may conduct the examination upon approval by the Director of Labor and Industrial Relations (Director) or when an employee resides out-of-state. Without the parties' mutual agreement, the Director shall appoint the physician who shall be paid from funds appropriated by the Legislature. Defines "medical stability."

Requires the executive officer and chief counsel of the public utilities commission to annually file a disclosure of financial interests with the state ethics commission and requires these disclosures to be public.

Prohibits any action of a charter school or its governing board from giving rise to a private cause of action against the State. Requires counties that regulate public passenger vehicle services to establish standards to protect passenger safety. Requires operators of public passenger vehicle services to provide a full set of electronic fingerprints and submit to a criminal history record check.
Prohibits a state agency or program or activity receiving state financial assistance from excluding from participation, denying benefits to, or discriminating against a qualified individual by reason of disability, sex, including gender identity or expression, or sexual orientation.
Allows disclosure of government records in cases where a police officer has been suspended or discharged in a disciplinary action.
