Requires schools to provide a lunchtime period of at least thirty minutes in length. Requires that the lunchtime period fall between 11:20 A.M. and 1:40 P.M. Effective 7/1/2019.

Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
Codifies the option of the courts to sentence defendants to probation under the H.O.P.E. program. Authorizes current impaired offenders to convert the remainder of their terms to the H.O.P.E. program. Authorizes courts to seal the criminal records of impaired offenders who complete various alternative programs to sentencing. Authorizes impaired offenders who have completed their sentences to have their criminal records sealed in exchange for completing a course of treatment and rehabilitative endeavors. Requires that an impaired offender's sealed criminal record be unsealed upon conviction of a subsequent offense.
Gives DOE authority to acquire, hold title to, and sell, assign, exchange, transfer, convey, lease, sublease, or otherwise dispose of or encumber public school lands. Makes conforming amendments.
Creates a criminal offense of unlicensed sale of intoxicating liquor. Amends definitions of organized crime and racketeering to include unlicensed sale of intoxicating liquor. Defines intoxicating liquor.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures. Requires the department of human services to establish and administer a program to reimburse the cost of medically appropriate services, drugs, devices, products, and procedures for individuals who can become pregnant and who would be eligible for medical assistance but for their citizenship status. Prohibits discrimination in the provision of reproductive health care services. Appropriates funds to the department of human services.
Establishes threatening to violate privacy as a misdemeanor offense. Expands the offense of violation of privacy in the first degree to specifically include disclosure of revenge pornography. Establishes violation of privacy of a minor, including disclosure of revenge pornography, as a felony offense. Requires that recordings that violate privacy be sealed by the court and be made confidential.
Establishes a civil cause of action against employers for employees who have been subject to wage discrimination, and allows employees who have been subject to wage discrimination on the basis of sex to seek treble damages.
Prohibits the expenditure of state funds by state agencies for the purchase of beverages in plastic bottles or rigid plastic containers, except under certain circumstances.
Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Sunsets on 6/30/2022.
