RELATING TO CORRECTIONS.

Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions. Requires the Department of Public Safety to use appropriate alternatives to solitary confinement for inmates who are members of a vulnerable population. Defines "member of a vulnerable population." Requires a report to the Legislature.

RELATING TO DATA ABOUT SNORKELS AND MASKS.

Requires the first responder to record in the incident report for each water rescue event the type of snorkel and mask, if any, that were worn by the person who was rescued or recovered.

RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)

RELATING TO HUMAN REMAINS.

Includes the use of traditional native Hawaiian burial practices in the treatment and disposal of human remains, including the use of water cremation or alkaline hydrolysis. Requires alkaline hydrolysis facilities to be certified by the Department of Health. Requires alkaline hydrolysis facility operators to undergo alkaline hydrolysis operator training and comply with certain Department of Health Administrative Rules. Requires sterile wastewater to be discharged into the sewer system as approved by the appropriate county. Effective 1/1/2050. (SD2)

RELATING TO FAMILY.

Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse if the party alleging domestic abuse does not wish to participate. Prohibits a mediator from engaging in mediation where there are allegations of domestic violence unless certain requisites are met. Prohibits a court from requiring mediation in paternity proceedings if there is a temporary restraining order or protective order in effect if the party alleging domestic abuse does not wish to participate. Allows the court to order mediation in paternity proceedings where there are allegations of domestic abuse if there is no temporary restraining or protective order under certain circumstances. Amends the term family violence to domestic abuse in section 480-41.5, Hawaii Revised Statutes. Takes effect 7/30/2075. (SD1)

RELATING TO REGENERATIVE TOURISM.

Incorporates a regenerative framework into the State Planning Act by expanding objectives and policies for the visitor industry. Requires an update to the State Tourism Functional Plan to be submitted to the Legislature no later than 20 days prior to the convening of the Regular Session of 2023. Effective 7/1/2050. (SD2)
