Requires health care professionals serving as a primary care provider to maintain liability insurance. Requires the insurance commissioner to establish uniform, minimum amounts of insurance for all health care professionals, regardless of their professional specialty or certification.

Establishes a 6-week paid maternity and paternity leave policy for government employees to ensure that Hawaii's working families are adequately supported during times of needing to provide care to a newborn or bond with a new child.
Establishes the rare disease advisory board within the department of health to provide education about rare diseases and encourage the funding of research in the development of new treatments for rare diseases. Describes duties of the advisory board, members of the board, and the board's obligation to coordinate with local and national groups conducting similar research and advocacy for persons with rare diseases.
Appropriates $1,000,000 to the department of public safety for rehabilitation of incarcerated persons. Allows the department to contract with private service providers for rehabilitation services. Requires the department to report to the legislature 20 days prior to the convening of the regular session of 2018.
