Imposes a restraining order that preserves the financial assets of the parties and their dependents upon the commencement of annulment, divorce, or separation court action.

Requires the University of Hawaii and public and charter schools that have an athletic trainer to have an automated external defibrillator available at each sporting event. Requires the automated external defibrillators to be maintained and tested regularly. Clarifies that an athletic trainer or faculty member who administers an automated external defibrillator shall be considered to be doing so without remuneration or expectation of remuneration for purposes of immunity from civil liability.
Establishes a fee on sugar-sweetened beverages, syrup, and powder with the revenues generated to be used for department of education cooking, gardening, nutrition, physical education, early education, science, and youth health programs at public and charter schools.
Prohibits application of neonicotinoid insecticides without a permit after 6/30/18 to protect honeybees and other pollinating animals.
Establishes a 3-year parametric disaster insurance pilot program within DAGS to be funded by the interest from the hurricane reserve trust fund.
Requires the department of health to accept FDA-approved, CDC-recommended tuberculosis (TB) blood tests in addition to the TB skin test for the purpose of granting a certificate of TB examination. Amends the law requiring tuberculosis clearance prior to public school entry to be in accordance with law in addition to department of health rules. Clarifies that the department of health's administrative rules regarding the use of the Mantoux tuberculin skin test or chest x-rays in obtaining a certificate of tuberculosis examination shall remain in effect until amended to include the addition of TB blood tests as an acceptable TB diagnostic.
Restricts management fees to an amount that reflects a reasonable value for services rendered. Requires that condominium property managers, associations of apartment owners, and planned community associations make association documents available to owners under reasonable terms, including through a property management company's or association's website, if one exists, and for reasonable costs.
Requires that a defendant be denied bail when the charge is for a violent crime or the defendant has been previously convicted of a violent crime. Distinguishes between a serious crime for which the judge has the discretion to grant bail and a violent crime for which bail must be denied.
