Establishes within the Department of Human Services a 1-year pilot program to provide a basic monthly income of $2,000 for a period of up to 1 year to qualified adults who are verified victims of sex trafficking and are seeking to exit the sex trade. Requires report to the Legislature before Regular Session of 2023. Appropriates funds. Effective 12/31/2050. (SD2)
Clarifies that access to abortion care is inclusive of all pregnant people in the State. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. (SD1)
Allows defendants who enter a deferred acceptance of nolo contendere plea or deferred acceptance of a guilty plea to have the plea vacated if conditions are met. Amends the statute to specify that the three-year period begins after the original deferral of the nolo contendere plea. Effective 7/30/2075. (SD1)
Eliminates the University of Hawaii Board of Regents Candidate Advisory Council. Authorizes the Governor to directly appoint members to the University of Hawaii Board of Regents. Effective 7/30/2075, and upon ratification of a Constitutional amendment. (SD2)
Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the waiting room within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries. (SD2)
Requires a court to sentence a person convicted of violating a temporary restraining order, injunction or restraining order, or order of protection during the term of a stay-at-home order imposed by the State or a county in which the violation occurred to a mandatory minimum jail sentence of not less than thirty days and fined no less than $500 and no more than $3,000. Takes effect 7/30/2075. (SD1)
Authorizes the issuance of general obligation bonds to develop a long-term care facility at the Guensberg building on the Hawaii State Hospital campus. (SD2)
Repeals Chapter 157, Hawaii Revised Statutes, commonly referred to as the Milk Control Act. Requires any funds remaining in the Milk Control Special Fund to be used to reimburse fees paid by licensees within the past two years and to promote dairy cooperatives to continue local milk production in the State.
