RELATING TO HOMELESSNESS.

Establishes a statewide homelessness shelter and housing data clearinghouse within the department of human services to be administered by the governor's coordinator on homelessness. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO RECYCLING.

Requires the department of health to implement the auditor's recommendations for the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. Effective 1/1/2050. (HD1)

RELATING TO TAXATION.

Establishes a $10,000 income tax credit for physicians, osteopathic physicians, and nurses who are licensed and actively practicing in the State. Requires the Hawaii state center for nursing to report to the legislature on impact and effect of the tax credit by December 31, 2024. Sunsets December 31, 2025. Effective 7/1/2060. (HD1)

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of female offenders. Requires a report to the legislature. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2051. Repeals on 6/30/2023. (HD2)

RELATING TO SEARCHES OF FEMALE INMATES.

Requires pat downs and searches of female inmates to be conducted by a female correctional facility employee unless the inmate presents a risk of immediate harm to self or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress for the purpose of conducting a search unless an inmate in the area presents a risk of immediate harm to self or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee to be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes. Effective 7/1/3000. (HD1)

RELATING TO HOMELESSNESS.

Establishes the office of homelessness and housing solutions and the homelessness and housing solutions special fund. Requires the governor's coordinator on homelessness to submit annual reports to the legislature. Appropriates funds for the administration of the office of homelessness and housing solutions, including positions. Effective 7/1/2050. (HD1)

RELATING TO ENERGY.

Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. Effective 7/1/2100. (HD2)
