RELATING TO NOISE POLLUTION.

Requires the department of health to adopt rules for the control, prevention, and abatement of noise pollution emitted by vehicles in the State. Prohibits the use, ownership, and sale of excessively loud vehicles. Effective 7/1/2060. (HD1)

RELATING TO PUBLIC SAFETY.

Mandates a community-based work furlough program for female offenders. Requires the expansion of community-based work furlough and reentry programs for female offenders. RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS.

Requires the department of public safety to develop a pretrial female risk and needs assessment tool and conduct internal pretrial female risk and needs assessments to measure the female offender's risk of flight, criminal conduct, or harm to the community. Requires the pretrial female risk and needs assessment tool to consider factors important to women when considering their risk to reoffend and treatment needs. Effective 7/1/3000. (HD1)

RELATING TO SERVICE ANIMALS.

RELATING TO A MEMORIAL.

Authorizes the issuance of general obligation bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013. RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Creates a nonrefundable twenty percent film infrastructure tax credit. Requires that the film infrastructure project must spend an unspecified amount on buildings, facilities, or installations. Caps the credit at an unspecified amount per year. Effective 10/18/2050. (HD1)

RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations. Effective 7/1/2060. (HD2)

RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices. Appropriates funds. Effective 7/1/3000. (HD1)
