RELATING TO NON-DISCRETIONARY COSTS.

Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Requires the Director of Finance to recommend whether the information should be provided annually after 2019. (CD1)

RELATING TO MORTGAGES.

Allows an extended or hanai family member to act as a co-mortgagor in assisting a qualified resident in securing a mortgage to purchase a dwelling unit from the Hawaii Housing Finance and Development Corporation. (CD1)

RELATING TO PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOLS.

Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)

RELATING TO COUNTIES.

Allows the counties to make short term investments with similar authority as the state director of finance. Requires counties' investments in bonds of any improvement district to be of investment grade or supported by the general obligation pledge of the county in which the improvement district is located. RELATING TO HEALTH.

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services. Defines limited service pregnancy center. Establishes privacy and disclosure requirements for individual records and information. Authorizes civil penalties and civil actions for enforcement and remedy. (CD1)

RELATING TO STUDENT MEALS.

Prohibits denying a student a meal for failure to pay within: (1) The first 21 days of the first semester of a school year while the student's application for free or reduced lunch is being processed; or (2) 7 days after the student's meal fund account balance is zero or negative. Authorizes the Department of Education to adopt rules or policies for the collection of funds for negative student meal balances. Requires a report to the Legislature. (CD1)

RELATING TO COURT JURISDICTION.

Provides that circuit and family courts shall have concurrent jurisdiction over certain felonies under certain circumstances involving the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, or endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person under certain conditions.
