Repeals chapter 514A, Hawaii Revised Statutes, relating to condominium property regimes, and ensures that all condominiums in the State are governed under chapter 514B, Hawaii Revised Statutes, relating to condominiums. Effective 1/1/2019. (CD1)

Authorizes the Office of Information Practices to adopt administrative rules regarding protection of state and county agency records subject to disclosure and other rules necessary to administer the Uniform Information Practices Act. (CD1)
Grants an employee the right to have a chaperone present during an independent medical examination relating to a work injury for workers' compensation purposes and, with the approval of the examining physician or surgeon, to record the medical examination. Specifies that if an employee or employee's chaperone obstructs the medical exam, the employee's right to workers' compensation shall be suspended until the obstruction ceases. Repeals on 6/30/2019. Authorizes qualified nonprofit housing trusts to repurchase affordable units developed with government assistance when a government entity waives its first right of refusal to repurchase the unit. Authorizes counties to waive a first right of refusal to repurchase a privately-developed affordable housing unit built pursuant to a unilateral agreement or similar instrument. (CD1)
Recommences the efficiency measures pilot project first required under Act 67, Session Laws of Hawaii 2015. (CD1)
Makes permanent the affirmation requirement and form that is filed by an attorney on behalf of a mortgagee who is seeking to foreclose on a residential property under a judicial foreclosure action. Repeals the affirmation requirement of an attorney who files a complaint in a mortgage foreclosure action that would have been effective on 07/01/2017. (CD1)
Requires DLNR to submit proposed legislation to the legislature by the 2019 regular session including a definition of "sustainable", a policy for sustainable collection practices of near shore aquatic life, a process for determining limits on collection practices of near shore aquatic life, and any additional resources required by the department. Prohibits issuance of new aquarium permits. Prohibits transfer of current permits subject to certain provisions. Prohibits renewal of permits that have not been renewed for five or more years. (CD1)
Requires the Attorney General to defend any civil action against the county based on negligence, wrongful act, or omission of a county lifeguard for services at a designated state beach park under an agreement between the State and a county. (SB562 HD1)
Identifies certain circumstances under which the State has a compelling interest in the disclosure, use, and production of de-identified protected health information under the Health Care Privacy Harmonization Act; provided that the information has been de-identified pursuant to title 45 Code of Federal Regulations part 164. Amends the process for registration, registration renewal, instruction, and training for security guards. Triennial registration period for security guards effective beginning on 6/30/2018. (CD1)
