Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)
Appropriates $75,000 to DAGS for the State Building Code Council to update the state building code. Requires the reimbursement from the Federal Emergency Management Agency hazard mitigation grant for the appropriated funds. (SD1)
Appropriates funds to the UH college of tropical agriculture and human resources cooperative extension service for one full-time ornamental plant extension agent.
Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Clarifies purposes for which moneys from the electronic device recycling fund may be expended. Makes an appropriation as a grant-in-aid to the counties of Hawaii, Kauai, and Maui for expenses related to the collection services associated with handling and collecting electronic devices for recycling. Requires the driver of a slow-moving motor vehicle on a two-lane highway where passing or overtaking is unsafe or not permitted to pull over at the nearest reasonable and safe location to allow other motor vehicles to overtake the driver if five or more motor vehicles are immediately trailing behind the driver.
Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
Transfers title, custody, and control of two parcels of land identified as Tax Map Key No. 370120070000 and Tax Map Key No. 370040030000, from the State of Hawaii to the Hawaii Housing Finance and Development Corporation.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
