Allocates money from the tourism special fund to help fund the intercollegiate athletic programs at the University of Hawaii at Manoa and University of Hawaii at Hilo to offset the higher costs that the University of Hawaii must pay for athletics compared to peer institutions. Allows consumers to obtain unpasteurized milk by entering herdshare agreements with producers.
Provides an investment income tax credit for energy storage property that receives, stores, and delivers energy. Requires DOTAX and DBEDT to submit annual reports to the legislature regarding the energy storage income tax credit. Requires DBEDT to complete a study on the impacts and benefits of the tax credit and its contribution to the State reaching its energy goals. Applies to taxable years after 12/31/16.
Authorizes the issuance of GO bonds for plans of a biological control containment facility on Oahu.
Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. Requires, on or before 9/1/2018, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems. (SD1)
Appropriates funds for the public-private partnership established for administrative purposes to solicit proposals to reduce the wait list at Maui memorial medical center, improve the quality of care, and reduce state subsidies to Maui memorial medical center related to wait list issues. (SD1)
Authorizes the Hawaii community development authority to prepare a programmatic environmental impact statement for housing development projects on all lands within the Kakaako community development district. Allows the programmatic environmental impact statement, once it is accepted by the office of environmental quality control, to satisfy the environmental assessment and impact statement requirements for any housing development project within the Kakaako community development district.
Exempts gross proceeds from the sale of certain medical services from the general excise tax.
Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with a high school diploma and an industry-recognized associate's degree. Appropriates moneys to develop and implement the program. (SB298 HD2)
