RELATING TO CHILDREN.

Authorizes the department of the attorney general to transfer up to $50,000 each year out of the criminal forfeiture fund for deposit into the internet crimes against children special fund. Authorizes the deposit of moneys transferred from the criminal forfeiture fund into the internet crimes against children special fund. Takes effect on 1/7/2059. (SD1)

RELATING TO HOUSING.

Requires the Hawaii housing finance and development corporation to coordinate with other state agencies to develop lands owned or administered by the State within one mile of transit station sites. Requires that developments on parcels or groups of contiguous parcels of state land with an area of at least ten acres include a certain percentage of affordable housing units reserved for residents or families at specific income levels. RELATING TO INVASIVE SPECIES.

Allows each county to enact and enforce ordinances necessary to prevent, investigate, control, or eradicate invasive species on any public or private premises within the limits of the county.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Establishes an excise tax on basalt cinder and trap rock sold by wholesalers or dealers. Provides that the excise tax is paid into the Pacific international space center for exploration systems special fund. Requires moneys in excess of $1,000,000 in the Pacific international space center for exploration systems special fund to lapse to the general fund.

RELATING TO THE CONVEYANCE TAX.

Removes the cap on the amount of conveyance taxes that may be paid into the rental housing revolving fund and increases the percentage of conveyance taxes collected that shall be paid into the rental housing revolving fund.

PROPOSING AMENDMENTS TO THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE MANNER IN WHICH JUSTICES AND JUDGES ARE APPOINTED, CONSENTED TO, AND RETAINED.

Proposes amendments to the Constitution of the State of Hawaii relating to the appointment and retention of justices and judges. Authorizes the senate to approve or reject subsequent terms of office for justices and judges. Changes the required time frames from thirty to ninety days for the process to appoint and consent to a justice or judge. Harmonizes the senate consent procedures for district court judgeship nominees to mirror the senate consent procedures relating to supreme court justices and intermediate court of appeals and circuit court judges. RELATING TO ETHICS.

Exempts tangible and nonperishable gifts received by an elected or appointed official on behalf of the State from gift reporting requirements under the ethics code. Requires the gift to be publicly recorded and maintained as property of the State and allows the gift to remain with the official's state agency or be transferred to the state archives or state foundation on culture and the arts at the end of the official's term. RELATING TO EDUCATION.

Requires remote schools to be allocated funds using categorical allotments, rather than through the weighted student formula. Defines a remote school as any public school that is a high school located at least a one-hour drive away from the next nearest high school or a high school located on the island of Lanai, Molokai, or Niihau.

RELATING TO CONDOMINIUMS.

Requires resident managers to be licensed by the department of commerce and consumer affairs prior to engaging in community association management for a condominium association. Requires the department to establish the licensure requirements for resident managers.
