RELATING TO HOMELESSNESS.

Allocates $2,000,000 of annual transient accommodations tax revenues to DHS to contract with provider agencies operating or managing a homeless facility or any other program for homeless persons in tourism-impacted areas. Takes effect 1/1/2018. (SD1)

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program.

RELATING TO CHILD CARE PROVIDERS.

Requires all child care providers subject to regulation by the Department of Human Services to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration. Takes effect 1/1/2050. (SD1)

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit amount for qualified production costs in a county with a population of 700,000 or less, provided that certain hiring criteria are met; requiring the taxpayer to verify the county of residence of local hires; and extending the repeal of the credit until January 1, 2024.

RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Takes effect on 1/7/2059. (SD2)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Amends the appointment process of certain members of the Hawaii Tourism Authority's (Authority) Board of Directors (Board). Clarifies the Authority's reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)

RELATING TO ELECTIONS.

Excludes from the definitions of "advertisement" and "electioneering communication" the communications of a candidate's name on clothing or other attire not directly associated with that candidate's campaign committee. Takes effect on 1/7/2059. (SD1)

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. RELATING TO PERSONAL CARE PRODUCTS.

Bans knowingly selling in the State personal care products containing oxybenzone or octinoxate, except for medically-licensed prescriptions. Takes effect on 10/1/2017.
