RELATING TO THE CONVEYANCE TAX.

Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the rental housing revolving fund for the financing of affordable rental housing development.

RELATING TO TAXATION.

Provides a state income tax deduction of up to $5,000 per year for student loan interest paid on qualified education loans. Effective 5/12/2059. (SD1)

RELATING TO MEDICAL MARIJUANA.

Specifies that ten per cent of general excise tax revenues collected from medical marijuana dispensaries and ten per cent of gross income generated by each entity that holds a medical marijuana dispensary license shall be allocated to the mental health and substance abuse special fund. Authorizes moneys in the mental health and substance abuse special fund to be used for the payment of the operating expenses of mental health and substance abuse programs operated by the State. RELATING TO FOOD SAFETY.

Establishes an income tax credit to assist farmers with expenses associated with compliance with the Food Safety Modernization Act. Establishes the Food Safety Modernization Act special fund. (SB803 HD1)

RELATING TO REAL ESTATE.

Requires principal brokers in a brokerage firm to ensure that: associated real estate licensees and other staff who assist in providing management services for common interest communities are responsive to requests from owners regarding association-related finances, documents, records, and information; and any request from the real estate commission to distribute commission-generated information, materials, or documents to an association, a board of directors, or a unit owner in a common interest community is completed within ten days after receiving the request. Clarifies that any violation of a mandatory provision of the State's condominium law by a board or its officers and members is a per se violation of the board's fiduciary duty. Provides safe harbor for a board member who votes for compliance during a board meeting. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)

RELATING TO MANUFACTURED MARIJUANA PRODUCTS.

Expands the range of manufactured medical marijuana products that may be produced and sold to include certain edible products. Authorizes eight companies to partner with medical marijuana dispensaries to produce manufactured marijuana products, subject to certain conditions. Establishes requirements for manufacturing, handling, and packaging manufactured marijuana products.

RELATING TO ANIMALS.

Requires research facilities to make available for adoption healthy cats and dogs that the research facility determines are suitable for adoption and are no longer needed for research. Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs. (SD1)

RELATING TO THE HAWAIIAN LANGUAGE.

Requires all newly created, replaced, or reprinted state and county letterheads, documents, symbols, and emblems to include accurate, appropriate, and authentic Hawaiian names and language. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. Effective 3/9/2092. (SD2)
