RELATING TO LEGAL REPRESENTATION.

Clarifies that the attorney general shall represent the legislature, house of legislature, and individual legislators acting in the course and scope of employment unless the legislature, house of the legislature, or individual legislators decline representation. Requires the respective house to provide, at their own cost, legal representation for any member who is subject to suit arising from acts or omissions made in the course and scope of employment if the member declines representation by the attorney general, unless the member also declines representation from the house to which the legislator is a member. RELATING TO THE IOLANI PALACE PARKING LOT.

Transfers jurisdiction and management of the parking lot surrounding Iolani Palace from the department of accounting and general services to the department of land and natural resources. (SD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Makes an appropriation. Takes effect 12/31/2050. (SD1)

RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals. Appropriates funds to the department of land and natural resources to reduce and eradicate invasive species throughout the county of Maui. (SD1)

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

Requires by the end of the 2020-2021 school year that all public schools; public charter schools; and University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators on campus. Requires the public schools; public charter schools; and University of Hawaii divisions, campuses, and institutions that have an athletic trainer to ensure that the athletic trainer is trained and certified in the use of an automated external defibrillator. Takes effect on 7/1/2050. (SD1)

RELATING TO ZERO-EMISSION VEHICLES.

Requires rental motor vehicle lessors to incorporate zero-emission vehicles into their fleets. Creates a Hawaii zero-emissions vehicle infrastructure special fund and grant program to promote development of zero-emission vehicle infrastructure. Effective 1/1/2020. (SD1)

RELATING TO THE MEDICAL USE OF CANNABIS.

Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. Takes effect 1/1/2051. (SD1)

RELATING TO TAXATION.

Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law. Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund. (SD1)

RELATING TO MARIJUANA.

Legalizes the personal use, possession, and sale of cannabis in a specified quantity. Authorizes medical cannabis dispensaries to sell non-medical cannabis for personal use beginning February 1, 2021. Subjects transactions for non-medical cannabis to excise taxes and income taxes. Makes conforming amendments. (SD1)
