Appropriates funds for portions of the Hawai‘i interagency biosecurity plan to enhance protection of Hawai‘i's natural resources, agriculture, human health, and way of life. Takes effect 7/1/2050. (SD1)
Requires each state government branch to establish a shared leave program for state employees. Allows the chief executive of a county to establish a shared leave program for county employees. Precludes a state government branch from prohibiting leave sharing between different departments or bargaining units because of administrative infeasibility. Allows an employee's designation of beneficiary form to be filed with the department where the employee is employed and permits the designation to be made through a statement that is not verified or written.
Appropriates funds to the department of land and natural resources for the purpose of refurbishing and retrofitting the Kulani water tanks to serve as water reservoirs for firefighting. Takes effect 7/1/2050. (SD1)
Establishes minimum starting salaries for certified teachers who, with or without a master's degree, have completed an accredited teacher education program. (SD1)
Appropriates funds for flooding remediation by the engineering division of the department of land and natural resources on Tax Map Key (3) 2-3-023:006 to be expended by the department of land and natural resources. Effective 7/1/2050. (SD1)
Requires that of the four seats on the OHA board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election to serve a term of two years and a term of four years after the general election of 2024. Takes effect upon approval; provided that part I shall take effect on January 1, 2024. (SD1)
In a summary possession proceeding brought by a landlord against a holdover tenant: requires the court to address the complaint for summary possession during the first court appearance of the parties; prohibits a writ of possession from allowing the tenant more than fifteen days to vacate the premises; and specifies that the court shall expedite the proceeding so that the landlord is not unduly prejudiced by the delay.
Establishes the landlord-tenant courts.
Establishes the misdemeanor offense of promoting a dangerous drug in the fourth degree for first time offenders who possess smaller amounts of a dangerous drug. Amends related provisions for the promotion of the promotion of dangerous drugs in the second and third degree for consistency.
