RELATING TO PUBLIC CHARTER SCHOOL PER-PUPIL FUNDING.

Excludes from the charter school per-pupil funding calculation all amounts relating to programs that provide comparable benefits for all public school students regardless of whether the student is a Department of Education school student or a public charter school student.

RELATING TO AFFORDABLE HOUSING.

Beginning 7/1/2025, requires the Department of Land and Natural Resources State Historic Preservation Division to contract its review of proposed state projects, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within sixty days. Establishes requirements for qualified third parties providing review services. Requires the project proponent to pay for the reasonable fee requirements of the third party consultant. Allows the project proponent to contract or sponsor with any county, housing authority, non-profit organization, or person, to meet the third party fee requirement. Requires the Department to publish a draft of its proposed rules within one year and within one year thereafter, present its proposed final rules to the Board of Land and Natural Resources. (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands for personal gain. Establishes that the Hawaiian Homes Commission shall have a right of first refusal for the sale or transfer of a lessee's interest in the lease when the sale or transfer is for personal gain. Takes effect 3/22/2075. (SD2)

RELATING TO THE CESSPOOL CONVERSION FINANCIAL ASSISTANCE PILOT PROGRAM.

Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Appropriates funds.

RELATING TO FARM DWELLINGS.

Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2024. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.

RELATING TO CORAL REEF ECOSYSTEMS.

Requires the Department of Land and Natural Resources, in consultation with the Department of Health, to prepare a report making recommendations on the establishment of a Hawaiʻi Near Shore Waters Quality Program to monitor and test for the quality of waters near coral reefs to assess and ensure health of reef ecosystems. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO DISABILITY HEALTH DISPARITY.

Requires the State Council on Developmental Disabilities to submit a report to the Legislature prior to the convening of the Regular Session of 2025 focused on the health disparities experienced by persons in the State with developmental or intellectual disabilities.
