RELATING TO BIOFUELS.

Establishes and appropriates moneys for a two-year pilot project to grow biodiesel crops on the island of Molokai. Requires a report to the Legislature.

RELATING TO THE EXPENDITURE OF PUBLIC FUNDS FOR LAND IMPROVEMENTS.

Requires generally that the expenditure of public moneys for any improvement to land not owned or leased by the State must be appropriated by the legislature for that specific purpose and include a declaration in the same act of the public purpose regarding the appropriation of the public moneys. Provides that any expenditure of public moneys for the improvement to land not owned or leased by the State and involving natural or cultural resource management or a state grant is unauthorized unless the expending agency approves a restrictive covenant that acknowledges the State's right to receive compensation for its expenditure if the improvement to the land is abandoned or not completed. Requires the recipient of the appropriation or grant to file and execute the restrictive covenant. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION.

Requires the Board of Education to include in its curriculum a unit of instruction studying the events of Asian American history. Requires the Superintendent of Education to prepare and make available to all school complex areas instructional material that shall be the guidelines for development of the Asian American history education in each school and monitor compliance. Requires that each school complex area determines the minimum amount of instructional time that qualifies as a unit of instruction in Asian American history. Requires Asian American history to be taught in each public school commencing the 2023-2024 school year.

RELATING TO FAMILY PLANNING.

Beginning with policies issued on or after 1/1/2024, requires health insurance policies to cover oocyte cryopreservation in certain circumstances. Removes the one-time benefit limitation for in vitro fertilization, and requires the insured or the insured's dependent spouse to have a history of infertility of at least two years' duration rather than five years'.

RELATING TO BEHAVIORAL HEALTH.

Requires the Department of Health to establish or contract with behavioral health crisis centers to provide intervention and stabilization services in each county for persons experiencing mental health or substance use disorder crises. Appropriates moneys.
