Exempts state projects from county building permit, inspection, and certificate of occupancy requirements under certain conditions. Requires the state agency responsible for the state project to submit for review and comments, a building permit exemption notice to the county in which the state project is located. Requires the county to review and submit written comments regarding the state project within thirty days of its receipt of notice and if on the thirty-first day, written comments are not provided, the state project may proceed. Requires the counties to adopt ordinances. Defines building permit, state agency, state lands, and state project.
Authorizes the Hawaiʻi Emergency Management Agency to acquire any real, personal, or mixed property for immediate or future use; own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of any real, personal, or mixed property acquired; and acquire by condemnation real property for immediate or future use. Amends the definition of "public lands" to exclude non-ceded lands to which the Hawaiʻi Emergency Management Agency holds title. Effective 6/30/3000. (HD1)
Specifies, in the State Water Code, that fire safety use is a beneficial use of fresh water. Requires the Department of Land and Natural Resources, in consultation with the Hawaiʻi Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes.
Requires a written notice to defendants and eligible paroled prisoners of their right to complete a nonreligious substance abuse treatment program. Requires a list of nonreligious substance abuse treatment programs to be provided.
Establishes the class B felony offense of prohibited acts related to female genital mutilation. Requires prosecuting attorneys of the respective counties to keep annual statistics on cases involving prohibited acts related to female genital mutilation. Requires the Administrator of the Hawaiʻi Criminal Justice Data Center to annually compile and report these county statistics to the Legislature. Establishes mandatory reporting requirements for ongoing or suspected cases of prohibited acts related to female genital mutilation. Appropriates funds.
